Performs advanced work managing aspects of program development, process improvements, quality assurance and staff development for the provision of the Services Programs of the Department of Social Services. Works collaboratively with agency staff and community partners to bring about system change and process improvements. Acts as a signature designee for the Director of Social Services in their absence as it pertains to Social Services Programs.
Responsibilities
• Provides guidance and leadership in accordance with established policies and procedures to ensure compliance with federal, state, and local policies, objectives and processional standards for assigned Social Services programs, to include Adoption, Foster Care, Child and Adult Protective Services, Adult Services, Family First Prevention Services Act, Children’s Services Act, and the VIEW program.
• Works collaboratively with agency staff and community partners to bring about system change and process improvements. Acts as a signature designee for the Director of Social Services in their absence as it pertains to Social Services Programs.
• Provides effective supervision of assigned staff including selection, performance management, employee relations, program-related training, prioritizing and assigning of duties.
• Manages budget lines associated with assigned operations and programs, to include monitoring and analyzing spending, projecting community needs, and providing guidance and supervision to program staff with applications, requests and reports.
• Performs evaluation of program processes, effectiveness, and quality of service delivery; tracks and monitors outcomes; collects and analyzes data to guide program evaluation and process improvements.
• Provides 24-hour on-call supervision for critical programs and consultation on after-hours emergencies.
• Represents the agency on interagency councils, committees, community agencies and groups, both public and private; establishes cooperative programming with other agencies, departments, and human service organizations; works with community groups and leaders to develop agency and program needs.
• Participates in and leads special projects related to strategic goals.
Qualifications:
• Minimum of a Bachelor’s degree in a Human Services field or minimum of a Bachelor’s degree in any field with a minimum of two years of appropriate and related experience in a Human Services area (Section 22VAC40-670-20 of the Administrative Code of Virginia); possession of a Bachelor’s degree in Social Work or Master’s degree in Social Work and a Commonwealth of Virginia Social Worker license are preferred.
• Considerable experience in assigned program area/human services programs and successful completion of all required training; supervisory experience managing and supervising professionals involved in social services programs; considerable work experience in developing/implementing/monitoring/managing case plans and overseeing caseload management.
• Must possess reliable transportation to work site(s).
• Knowledge of best practices in leadership principles and safety management as it pertains to Social Services programs; principles and processes for providing customer service including setting and meeting quality standards for services, and evaluation of customer satisfaction.
• Skill in use of computer software, especially Microsoft Office Suite.
• Ability to establish and implement effective administrative programs and procedures; establish priorities for the completion of work in accordance with sound time-management methodology; handle a variety of human services issues with tact and diplomacy in a confidential manner; express ideas concisely, orally and in writing; establish and maintain effective working relationships with staff, other County officials, and the public.
• Ability to maintain complex records, assemble and organize data, and prepare reports from such records; exercise independent judgement and initiative and attention to detail in accordance with established policies and procedures with minimal supervision.
