Job Summary

$52,339 / year or higher DOQ + Full-Time County Benefits (Part-Time County Benefits)

Performs responsible work assessing Police Department technological needs, identifying the appropriate technologies, managing existing technological assets, providing information, training, and/or assistance assembling, installing, and troubleshooting computer and video systems, ancillary equipment and software to Police Department employees regarding the use of information technology through training, consultation and direct help depending on area of focus. Works with department personnel to investigate, acquire, and maintain new technological assets.

Responsibilities

• Maintains, inspects, troubleshoots and makes minor repairs of various audio/visual equipment and technological platforms / devices (e.g. Axon systems, FLOCK camera systems, Avigilon security camera system, computers, mobile devices, peripherals, etc.); updates software and system settings; arranges for outside repairs; and keeps repair and maintenance records.
• Researches new technologies and works with Police and IRM personnel to conduct RFI’s and RFP’s on new technologies and then maintain them once implemented.
• Maintains inventory of assigned body worn cameras, in-car camera systems, docking stations, and other technological components as assigned.
• On a monthly basis, conducts / ensures an audit of at least 50 randomly selected camera recordings is conducted to confirm that the equipment is operating properly.
• Provides precise and accurate information addressing events or critical issues that is accumulated and disseminated to higher authority without delay.
• Develops and maintains systems designed to facilitate efficient, secure, and systematic document storage and retrieval consistent with agency policies, all applicable laws, CJIS security requirements, and cybersecurity measures.
• Trains employees in current technology policy, procedures, and proper use of equipment, software, and platforms. .Provides technology support by consulting with employees on hardware and software problems and determining business process application solutions to the problems and assists users with the implementation of the solutions..
• Initiates, develops, and maintains channels of communications and works effectively with inter/intra agency personnel to achieve objectives and goals and better serve the needs of the community with department PIO.
• Operates computerized management information systems to retrieve or enter information.
• Successfully completes all assignments to specifications, within specified timeframe and budget as directed and in accordance with agency policies and regulations.

Qualifications:

• Any combination of education and experience equivalent to an Associate’s Degree in information sciences, computer science or related field; some computer end-user training/support experience; experience in working with software, systems, application and network products; some experience in operating, maintaining, and troubleshooting various computer and audio visual systems depending on area of focus.
• Must possess, or obtain within 30 days of hire, a valid Virginia driver’s license and have an acceptable driving record based on James City County’s criteria. Must possess reliable transportation to work site(s).
• Knowledge of the principles and techniques of adult learning practices; techniques, and principles of information systems; end user computing devices and related software, including audio visual technology, word processing, spreadsheets, database managers, communications programs, mobile device applications, and other major end user software solutions, knowledge of principles and processes for providing customer service including setting and meeting quality standards for services, and evaluation of customer satisfaction; and/or knowledge of operating systems including Microsoft Windows, Mac OS/iOS; setting up, maintaining, and troubleshooting audio visual systems, desktop, and mobile computing devices, server and network based data storage systems, operating systems, standard office applications, Ethernet communication networks for both wired and wireless environments depending on area of focus.
• Skill in the use of computer software, including Microsoft Office Suite, Apple IOS, Microsoft Windows, web browsers, PDF creation tools and computer based training development software; problem analysis and resolution.
• Ability to conduct formal training classes; match user needs with computer software and hardware and to recommend solutions to meet end user needs; perform routine computer equipment assembly; evaluate new hardware and software and recommend those appropriate for County users; manage time and to keep schedules; establish and maintain effective working relationships with users and vendors; and, make decisions and recommendations in accordance with established policies and procedures; work with individuals and groups of different technical abilities; prepare documentation, reports and presentations; depending on area of focus must have ability to instruct others in the effective use of networks, microcomputers, related equipment and software.

Central Criminal Records Exchange and the Federal Bureau of Investigation in order to maintain the terminals that are used to access
the Virginia Criminal Information Network (VCIN) and National Crime Information Center (NCIC) data

• OIG Exclusion List check
