Job Summary
$28.77 - $44.97 / hour DOQ + Part-Time County Benefits
Performs specialized work involving onsite inspection to document compliance with registration and filing requirements of local business license ordinances and provides support to the Auditor with respect to the conduct of field audits of local business taxes.
Responsibilities
• Conducts onsite examinations of registrations of retail businesses to ensure proper registration for all local business taxes and Virginia Retail Sales Tax; conducts onsite inspections of major construction sites and commercial office parks to confirm proper licensure of contractors and registration of businesses for local business license tax.
• Performs site visits to businesses delinquent in filing local business tax returns for the purpose of obtaining returns for business license, business personal property, machinery, tools, and excise taxes; issues summons to businesses failing to file required returns or obtain information that is lacking as necessary.
• Analyzes building permits issued by the County and contractor business license renewals to detect underreporting of gross receipts and possible fraud to ensure the proper assessment of taxes, penalties, and interest.
• Assists the Senior Auditor in the conduct of major audit projects.
• Prepares assessment or refund recommendations of Commissioner of the Revenue for processing by the Business License Inspector and Business Tax Specialist.
• Prepares and submits management reports reflecting resource expenditures and results accurately and in a timely manner.
• Performs other duties as assigned.
Qualifications:
• Any combination of education and experience equivalent to a Bachelor’s degree in accounting, business administration, or related field, and considerable experience in accounting, auditing, or preparation of business tax returns.
• Must possess or be able to obtain within 30 days of hire, valid Virginia driver’s license and acceptable driving record based on James City County’s criteria.
• Knowledge of accounting and financial statements, including balance sheets and income statements; generally accepted office practices and the operation of general office equipment.
• Skill in use of computer software including Microsoft Office Suite.
• Ability to research, understand, and interpret statutes, forms, and procedures for registration of businesses for local business taxes; work with a wide range of individuals including business executives, the general public, and other County staff to explain and implement requirements for compliance with local and business tax regulations both orally and in writing; work effectively both individually and as a member of a team.
