Performs experienced engineering work reviewing plans of developments associated with the County’s Chesapeake Bay Act, erosion and sediment control, drainage, floodplain, stormwater management and private street programs, and addressing citizen concerns and performing administrative duties.
There are three levels of Civil Engineer distinguished by the level of work performed and the qualifications of the employee.
Civil Engineer I: $71,355 - $112,017 / year or higher DOQ
Civil Engineer II: $76,453 - $120,175 / year or higher DOQ
Civil Engineer III: $81,939 - $$128,952/ year or higher DOQ
Responsibilities
• Performs thorough plan of development reviews as required for the County’s Chesapeake Bay Preservation Area, Virginia Erosion and Sediment Control (VESCP) and Virginia Stormwater Management (VSMP) Programs.
• Reviews construction plans and computations associated with drainage, erosion and sediment control and stormwater management systems.
• Communicates with the development community on plan of development reviews; prepares technical reports and letters to developers, engineers and the community regarding issues.
• Provides technical assistance to inspectors and planners on engineering issues.
• Completes special assignments assigned by Chief Civil Engineer; manages plan of development cases at Development Round Table meetings.
• Performs other duties as assigned.
Qualifications:
• Must possess, or be able to obtain within 30 days of hire, a valid Virginia driver’s license and have an acceptable driving record based on James City County criteria.
• Knowledge of state/local drainage, erosion and sediment control, floodplain, stormwater management and Chesapeake Bay Preservation Area program requirements; principles and practices of engineering, hydrology and hydraulics as it pertains to plan preparation and review, construction methods and practices, and compliance monitoring of erosion and sediment control or stormwater management measures for site, subdivision and roadway plans; principles and processes for providing customer service including setting and meeting quality standards for services and evaluation of customer satisfaction.
• Skill in use of computer software, especially Microsoft Office Suite.
• Ability to perform basic project/case management; use logic and reasoning to understand, analyze and evaluate situations and exercise good judgment to make appropriate decisions; listen and understand directions, information and ideas presented verbally or in writing.
