Job Summary

The James City Service Authority seeks an individual to perform work conducting construction inspections of water and wastewater underground infrastructure and above ground facilities; assists with Virginia 811 (formerly Miss Utility) locating program. There are two levels of Construction Inspector distinguished by the level of experience and qualifications of the employee.

$51,881 – $92,266 / annually. Salary negotiable depending on qualifications plus Full-Time County Benefits.

Responsibilities

• Provides construction observations and verifies acceptance testing of assigned projects such as water and sanitary sewer facilities and underground infrastructure to ensure compliance with regulations, standards and approved construction documents. Conducts field conferences and inspections; informs developers and contractors of deviations or errors and develops corrective action plans.
• Assist with reviews of water and wastewater facility and underground infrastructure construction plans and specifications for compliance with JCSA standards and other applicable construction standards and regulations.
• Performs shop drawings, and submittal review of materials for construction and specification compliance.
• Assists on an as needed basis with utility locating as required by Virginia 811. Participates in on-call rotation for emergency locate tickets.
• Assists in construction project close-out and acceptance including performing final inspections, preparing a final punch list for utility acceptance, and reviewing drawings as required.
• Performs other duties as assigned.

Qualifications

• High School Diploma or equivalent. Knowledge of utility construction and inspection methods.
• Must possess, or be able to obtain within 30 days of hire, a valid Virginia driver’s license and have an acceptable driving record based on James City County’s criteria.
• Knowledge of the State of Virginia the Underground Utility Damage Prevention Act (Miss Utility law); Hampton Roads Planning District Commission (HRPDC) Regional Construction Standards; James City Service Authority Design and Acceptance Criteria, and Health Department regulations.
• Knowledge of related Occupational Safety and Health Administration (OSHA) and Virginia Occupational Safety and Health (VOSH) laws, practices, and procedures associated with the construction and installation of water and wastewater underground infrastructure and above ground facilities.
• Knowledge of soils and trench conditions and ability to make field decisions regarding unsuitable soils and subgrade materials that must be removed and replaced with select materials.
• Skill in use of computer software, especially Microsoft Office Suite.


Position Level Requirements:

Construction Inspector I
• Some experience in water and wastewater construction, inspection and underground utility locating.
• Knowledge of utility standards and regional construction standards; and OSHA. Knowledge of JCSA Design Criteria; HRPDC Regional Construction Standards; and VOSH preferred.

Construction Inspector II
• Three (3) years’ experience in the water and wastewater construction or inspection field; considerable experience in contract administration.
• Extensive knowledge of the principles and practices of engineering and construction as applied to water, sanitary sewar system designs and related infrastructures. Knowledge of JCSA Design Criteria; HRPDC Regional Construction Standards preferred.
