Performs high-level executive leadership by overseeing and directing the work of Captains who manage divisions within the Police Department; ensures coordination and collaboration across all operating units to achieve departmental goals; serves as second in command and assumes full leadership of the department in the absence of the Police Chief; assists the Police Chief in the overall administration, strategic planning, and management of the department.
Responsibilities
• Provides executive leadership by planning, directing, monitoring, and evaluating the operations of multiple divisions through the supervision of Captains; ensures effective management of personnel, including selection, performance oversight, employee development, training, and the prioritization and assignment of work to support departmental objectives.
• Keeps abreast of legal issues; laws and interpretations, and developments in the field of law enforcement; develops policies and procedures to ensure all police activities are conducted in a proper and legal manner.
• Reviews personnel-related issues and makes recommendations to the Police Chief on actions taken; ensures Police Department and County Personnel Policies and Procedures are appropriately carried out; participates in the recruitment and selection process of new officers and promotions.
• Promotes and ensures proper employee training and compliance with County safety program and departmental safety procedures; ensures that all equipment, materials and work conditions are adequately maintained to prevent accidents.
• Maintains awareness of Internal Affairs investigations and related matters, including officer misconduct, complaints, use of force, consent searches, and foot pursuits; reviews information and outcomes to remain informed and provide guidance to the Chief as needed. Additionally, provides oversight of the department’s human resources functions, including recruitment, hiring, employee relations, performance management, and related personnel matters.
• Assists in the development of the annual operating budget; researches and provides cost analysis and justification for new programs or equipment.
• Performs other duties as assigned.
Qualifications:
• Any combination of education and experience equivalent to a Master’s degree; Master’s degree preferred from an accredited college or university.
• Requires leadership experience in a division command level position of Captain or higher with a similar-sized law enforcement agency; preferably with the James City County Police Department.
• Must possess or be able to obtain within 30 days after hire, a valid Virginia driver’s license and have an acceptable driving record based on James City County’s criteria.
• Completion of advanced leadership schools to include Professional Executive Leadership School (PELS), FBI National Academy (FBINA) or other advanced supervisory courses.
• Must be DCJS certified and meet all qualifications as set forth in the Code of Virginia, Chapter 17, §15.2-1705.
• Knowledge of leadership techniques, principles and procedures to assign work, schedule, supervise, train and evaluate the work of assigned staff; and of principles and processes for providing customer service including setting and meeting quality standards for services, and evaluation of customer satisfaction.
• Skill in use of computer software, especially Microsoft Office Suite.
• Ability to supervise supervisory, professional and general staff; communicate effectively, both orally and in writing to individuals, groups and the general public; lead teams and facilitate groups; make sound decisions; establish and maintain working relationships with employees, department heads, County officials and representatives from the private sector or other jurisdictions and the public.
