Job Summary

$35,006 / year or higher DOQ + Full-Time County Benefits 

Performs experienced work managing, training, and supporting assigned staff, maintaining office policies, and procedures, and advising on daily operations.

Responsibilities

  • Provides effective supervision of assigned staff including hiring selection, performance management, employee relations, training,
    prioritizing, assigning work, and related activities.
  • Serves as lead worker; assists staff with more complicated procedures; answers questions and provides guidance as necessary; acts as office manager in the absence of the Chief Deputy Commissioner of the Revenue; makes mid-level management decisions on a variety of complex tax laws/policy issues independent of immediate management.
  • Advises Commissioner and Chief Deputy Commissioner of the Revenue on matters of organization and daily operations;
    coordinates work activities with other departments, outside agencies, or others as needed.
  • Plans, develops, conducts, and directs the system of discovery and valuation methods used in assessment of property tax; finalizes
    year-end transactions for tax bills within established deadlines.
  • Makes garaging jurisdiction updates through the Department of Motor Vehicles; processes abatements and exonerations for
    current/prior year taxes.
  • Maintains office manual of policy and procedures; imports, formats; prints weekly and monthly reports from the Division of Motor
    Vehicles (DMV); maintains statistical workload data for yearly Commissioner’s reports.
  • Assists taxpayers in the preparation of Virginia Individual Income Tax Returns; processes refund and tax due returns, and estimated tax vouchers for state income tax; assesses tax, penalty, and interest due on state income tax returns; receives payments and transmits to the Treasurer’s Office for deposit; prepares reconciliation reports, month-end and year-end summaries according to state regulations; assists Treasurer’s Office with reconciliation of delinquent accounts.
  • Maintains accuracy of Commissioner of the Revenue’s Office web pages; provides customer service to citizens through personal
    contact, phone, and via electronic media.
  • Maintains all mobile home records; manages records destruction, envelope ordering and surplus records.
  • Serves as security officer for online computer functions linking Commissioner’s Office with the Virginia Department of Information Technology, Department of Taxation and Department of Motor Vehicles.

Qualifications:

  • Any combination of education and experience equivalent to a Bachelor’s degree in accounting, computer science, business, or
    taxation; considerable experience in the field of taxation, which shall have included experience with computerized records
    maintenance systems.
  • Must possess reliable transportation to work site(s).
  • Knowledge of state and local statutes regarding personal property taxation and state income taxes; federal statutes affecting taxation of personal property; and yearly taxation and assessment cycles in relation to the Commissioner of the Revenue’s Office.
  • Knowledge of leadership techniques.
  • Knowledge of principles and processes for providing customer service including setting and meeting quality standards for services
    including setting and meeting quality standards for service and evaluation of customer satisfaction; business English; and standard
    office procedures and equipment.
  • Skill in use of computer software, especially Microsoft Office Suite.
  • Ability to maintain confidentiality of information; perform accurate basic mathematical calculations, including addition,
    subtraction, and calculating percentages; make sound decisions based on office policies and procedures; establish and maintain
    effective working relationships with County staff and public; communicate effectively, both orally and in writing; set priorities,
    organize work, and complete tasks quickly and accurately.
