Job Summary
$124,681 / year or higher DOQ + Full-Time County Benefits
Performs high level official and administrative work managing comprehensive operations, recreation, and maintenance programs for all County parks, gardens, recreation facilities, school grounds, waterfront land, beaches and management of open spaces.
Responsibilities
• Provides effective supervision of assigned staff including selection, performance management, employee relations, training, prioritizing and assigning work and related activities.
• Directs and manages the planning, development and operations of the parks and recreation facilities and programs for the County.
• Collaborates and serves with other leaders on the County executive team; advises Board of Supervisors and advocates for citizens of the County.
• Oversees the planning, development, management and operation of parks and recreation facilities and programs; establishes and implements operating policies, procedures and long-term goals of the department; administers and directs the personnel, capital budget, operation budget and the revenue generating services within the department; advises and provides recommendation to County Administration, Board of Supervisors, Planning Commission, Parks and Recreation Advisory Commission and other public agencies or private entities on all parks and recreation issues.
• Performs other duties as assigned.
Qualifications:
• Any combination of education and experience equivalent to a Bachelor’s degree in Parks and Recreation or related field, preferably from a National Recreation and Parks Associate accredited college or university; extensive experience in public recreation or parks, including some experience in a senior manager level position; Master’s degree in Parks and Recreation or Public Administration is preferred.
• Must possess, or be able to obtain within 30 days of hire, a valid Virginia driver’s license and have an acceptable driving record based on James City County’s criteria.
• Knowledge of leadership techniques, principles and procedures to assign work, schedule, supervise, train and evaluate the work of assigned staff.
• Skill in use of computer software including Microsoft Office Suite.
• Ability to establish and maintain positive relationships with County staff, elected officials, community leaders and citizens; present ideas and recommendations clearly and concisely, both orally and in writing.
This position serves at the discretion of the County Administrator. There will be times when it is necessary to work nights and/or weekends. All employees are expected to work effectively and ethically with citizens and with each other to meet the needs of the community and the organization. Employees are expected to demonstrate work behaviors that model the County’s values and further the County’s mission.
