Job Summary

$87,835 or higher DOQ + Full-Time County Benefits 

Performs advanced professional work in the development, management, implementation, maintenance and evaluation of County parks, facilities, and community use of schools.

Responsibilities

• Provides effective leadership and supervision of assigned staff and volunteers including selection, performance management, employee relations, training, prioritizing and assigning work and related activities.
• Manages the administration, operations and service delivery of County-wide Park and community school facilities and programming within the Parks Division.
• Develops long-range plans, policies and procedures, improvements and strategies to obtain goals in the Parks Division.
• Leads the development and coordination of cooperative agreements, maintenance, facility schedules, facility reservations, programs/events and fiscal transactions.
• Prepares, develops, and monitors the Division’s annual budget, performance measures, statistics, program and services evaluations, marketing efforts and other daily administrative functions.
• Serves as liaison to County staff, community partners and training resource for matters pertaining to global parks and recreation best practices; services on committees, community agency boards, and councils.
• Performs other duties as assigned.

Qualifications:

• Any combination of education and experience equivalent to a Bachelor's degree in parks and recreation administration or related field, preferably from a National Recreation and Parks Administration (NRPA) accredited college or university; extensive experience in park operations administration and supervision; Master’s degree and professional certification through NRPA preferred.
• Must possess, or be able to obtain within 30 days of hire, a valid Virginia driver’s license and have an acceptable driving record based on James City County’s criteria.
• Knowledge of leadership techniques, principles and procedures to assign work, schedule, supervise, train and evaluate the work of assigned staff; safety and liability management as it pertains to parks location and facilities; principles and processes for providing customer service including setting and meeting quality standards for services, and evaluation of customer satisfaction.
• Skills in use of computer software including Microsoft Office Suite.
• Ability to communicate effectively both orally and in writing; establish and maintain effective working relationships with County staff, community leaders and the public.
