Responsibilities

• Directs and supervises a division within the Police Department and is responsible for the supervision of the division staff. Instructs staff as to assignments and procedures.
• Assumes the leadership of the division in the absence of Assistant Police Chief.
• Develops and implements policies and procedures to ensure police activities are legally compliant and align with department goals and objectives; ensures compliance with Police Department and County Personnel Policies and Procedures; maintains current knowledge of legal issues, laws and interpretations and new developments in the field of law enforcement.
• Works with Lieutenants and Assistant Police Chiefs to ensure effective management of the division to include administrative duties, preparing reports and correspondence, monitor budget in assigned areas, oversees equipment needs, personnel matters, and operational functions.
• Promotes and ensures compliance with County safety program and departmental safety procedures; ensures that all equipment, materials, and work conditions are properly maintained.
• Models and ensures appropriate workplace behavior that reflects the values of James City County and the Police Department; represents program goals, objectives, and needs before local, state, federal agencies, community groups and the public.
• Requires attendance at meetings and events including command staff meetings, policy review, community events, Board of Supervisors and others as needed. Attendance may also include presenting to these entities.
• Works as a member of Command Staff on strategic planning to establish long-term
goals and vision for growth in the agency.
• Performs other special projects and duties as assigned.

Qualifications:

• Requires an Associate’s Degree from an accredited college or university; or 60 credits towards Bachelor's Degree, Bachelors degree preferred.
• Considerable leadership experience, equivalent to 2 years as a Lieutenant or above with a law enforcement agency; preferably with James City County Police Department.
• Must possess or be able to obtain within 30 days after hire, a valid Virginia driver’s license and have an acceptable driving record based on James City County’s criteria.
• Completion of advanced leadership schools to include Professional Executive Leadership School (PELS), FBI National Academy (FBINA) or other advanced supervisory courses within 1 year of promotion.
• Must meet all qualifications as set forth in the Code of Virginia, Chapter 17, §15.2-1705.
• Knowledge of leadership techniques, principles, and procedures to assign work, schedule, supervise, train and evaluate the work of assigned staff; and of principles and processes for providing customer service including setting and meeting quality standards for services, and evaluation of customer satisfaction; principles, operations, and practices of a modern law enforcement agency.
• Skill in use of computer software, especially Microsoft Office Suite.
• Ability to supervise professional, and general staff; communicate effectively, both orally and in writing to individuals, groups and the general public; lead teams and facilitate groups; make sound decisions; establish and maintain working relationships with employees, department heads, County officials and representatives from the private sector or other jurisdictions and the public.
