Job Summary

$52,339 / year or higher DOQ + Full-Time County Benefits (Part-Time County Benefits)

Performs responsible work providing information, training, and/or assistance assembling, installing, and troubleshooting computer systems, ancillary equipment and software to Police Department employees regarding the use of information technology through
training, consultation and direct help depending on area of focus.

Responsibilities

• Provides support for hardware, software, network, communication, security, and primary business applications to end-users; provides training with the deployment of new or replaced systems for the Police Department.
• Inventories and controls the storage of digital evidence collected through body camera, smartphone, and in-car camera use. Purges digital evidence in accordance with applicable laws and policies. Testifies in court regarding security and custody of digital
evidence.
• Responds to FOIA requests and Subpoena Duces Tecum for camera evidence or information. Handles citizen inquiries by phone, email, or in-person.
• Provides assistance to Property & Evidence Technicians managing other evidence.
• [Technology Training] Determines and provides the professional delivery of computer and audio visual training programs (formal and informal), including content and design, delivery, scheduling, announcements, enrollment/registrations and evaluation; conducts formal computer training sessions for all computer ability levels of Police staff to improve business skills and processes; monitors and reports on staff progress with technology training and administers mandatory technical training to include CJIS security awareness, cyber security, and internet use training.
• Consults with employees on computer hardware and software problems and determines business process application solutions to the problems and assists users with the implementation of the solutions.
• Researches and develops training plans and materials for new technology/software and apply the materials to new training
sessions; provide special focused training for individuals and small groups to enhance end-user understanding and staff
productivity.
• [Technology Support] Performs installation, configuration, maintenance, inventory control, audits, and other support tasks on various camera systems, desktop computers, laptop computers, mobile devices, and peripheral equipment in support of Police users; processes incoming orders for computers and related equipment and software; evaluates requirements of end-users and
recommends purchase of equipment to meet needs; assists in planning larger projects involving upgrade, networks, and other large purchases; monitors in-house inventory of spare parts, orders replacements as needed.
• Implements, maintains, and supports computer systems including installing updates and patches, managing regularly scheduled system and data backup, managing anti-virus/threat protection and other data center operational tasks.

Qualifications:

• Any combination of education and experience equivalent to an Associate’s degree in information sciences, computer science or related field; some computer end-user training/support experience; experience in working with software, systems, application and network products; some experience in operating, maintaining, and troubleshooting various computer and audio-visual systems
depending on area of focus.
• Must possess, or obtain within 30 days of hire, a valid Virginia driver’s license and have an acceptable driving record based on James City County’s criteria.
• Knowledge of the principles and techniques of adult learning practices; techniques, and principles of information systems; enduser computing devices and related software, including audio-visual technology, word processing, spreadsheets, database managers, communications programs, mobile device applications, and other major end-user software solutions, knowledge of
principles and processes for providing customer service including setting and meeting quality standards for services, and evaluation of customer satisfaction; and/or knowledge of operating systems including Microsoft Windows, Linux, Mac OS/iOS; setting up, maintaining, and troubleshooting server, audio-visual systems, desktop, and mobile computing devices, server and network based data storage systems, operating systems, standard office applications, Ethernet communication networks for both
wired and wireless environments depending on area of focus.
• Skill in the use of computer software, including Microsoft Office Suite, Apple iOS, Microsoft Windows, web browsers, PDF
creation tools and computer-based training development software; problem analysis and resolution.
• Ability to conduct formal training classes; match user needs with computer software and hardware and to recommend solutions
to meet end-user needs; perform routine computer equipment assembly; evaluate new hardware and software and recommend those appropriate for County users; manage time and to keep schedules; establish and maintain effective working relationships with users and vendors; and, make decisions and recommendations in accordance with established policies and procedures; work
with individuals and groups of different technical abilities; prepare documentation, reports and presentations; depending on area of focus must have ability to instruct others in the effective use of networks, microcomputers, related equipment and software.
