Performs experienced coordination, oversight, and programmatic supervision of recruitment, retention and training of foster and adoptive homes.
Responsibilities
• Responsible for the recruitment, orientation, training and approval of licensed foster and adoptive homes under the James City County Department of Social Services per the Virginia Department of Social Services (VDSS) policies and procedures.
• Ensures that required paperwork is completed for each approved home, to include initial and re-assessment of homes, using the approved mutual family assessment process per VDSS.
• Maintains timely and accurate documentation of all foster and adoptive homes in the state automated database, to include all training provided.
• Provides assistance with child placing responsibilities to assess and determine appropriate placement of children into the foster care program or adoptive home; in coordination with the Family Services Specialist and Family Services Supervisor.
• Attends marketing events and functions for the foster care and adoptive programs.
• Oversees fiscal management of the Title IV-E training grant, to include timely and accurate completion of the annual application and required reports due to VDSS, in coordination with the Family Services Supervisor.
• Provides 24-hour on-call supervision for critical programs and consultation on after hours emergencies for all Services program areas.
• Responsible for assisting with foster care and adoption case management duties when needed based on workload.
• Performs other duties as assigned
Qualifications:
• Any combination of education and experience equivalent to a Bachelor’s degree in human services; Master’s degree in human services preferred; some experience in human services program eligibility or case management work.
• Must possess or be able to obtain within thirty (30) days of hire a valid Virginia driver’s license and have an acceptable driving record based on James City County’s criteria.
• Considerable experience in the Foster Care program area and completion of required training program or equivalent combination of training and experience which provides the necessary knowledge, skills and abilities.
• Knowledge of human behavior principles, social work, child welfare, and community social service programs.
• Knowledge of principles and processes for providing customer service including setting and meeting quality standards for service, and evaluation of customer satisfaction.
• Skill in use of computer software, especially Microsoft Office Suite.
• Ability to analyze and use judgment in accomplishing diversified duties; think independently within the limits of policies, standards, and
precedents.
