Job Summary

The Talent Management Training Specialist supports the design, development, coordination, delivery, and evaluation of employee learning and development programs. The position works with departments, supervisors, subject matter experts, and employees to identify learning needs and develop training solutions that strengthen employee knowledge, skills, job performance, and organizational capability. The position develops and facilitates instructor-led and technology-supported learning, coordinates training programs and resources, maintains training materials and records, and evaluates program effectiveness. The Specialist may also support employee development, leadership development, orientation, and other talent management initiatives designed to build workforce capability and support organizational objectives.

Core Responsibilities

Training Design & Development:
• Design, develop, update, and maintain employee training programs, courses, presentations, facilitator materials, participant guides, job aids, and other learning resources.
• Apply appropriate adult learning and instructional design practices when developing training.
• Develop learning objectives and organize content to support employee and organizational needs.
• Review existing training resources and recommend whether materials should be developed internally, purchased, or obtained from other sources.
• Support development of in-person, virtual, self-directed, and technology-enabled learning.

Training Facilitation & Delivery:
• Facilitate instructor-led, virtual, and blended employee training programs.
• Use multiple instructional methods, including presentations, facilitated discussions, demonstrations, exercises, case studies, simulations, and other interactive learning techniques.
• Adapt facilitation approaches to different audiences, learning objectives, and levels of employee experience.
• Create an effective learning environment that encourages participation, discussion, knowledge transfer, and practical application.

Employee & Leadership Development:
• Support employee development programs designed to strengthen job-related knowledge, skills, and organizational capabilities.
• Assist with leadership and supervisory development programs, including coordination, content development, facilitation, and evaluation.
• Support learning programs associated with employee onboarding, orientation, professional development, and workforce skill development.
• Partner with HR colleagues and departments to connect learning initiatives with broader talent management and workforce development priorities.
• Identify opportunities to strengthen continuous learning and employee development across the organization.
Learning Program Coordination & Administration
• Coordinate training schedules, facilities, instructors, technology, materials, participant enrollment, communications, and other logistical requirements.
• Maintain training calendars and communicate learning opportunities to employees and departments.
• Track employee participation, attendance, completion, and other training information.
• Maintain accurate training records and program documentation.
• Administration of learning management systems or other training-related technology systems.
• Coordinate with external instructors, consultants, vendors, and training providers as assigned.
• Assist with monitoring training expenditures and use of training resources.

Training Evaluation & Continuous Improvement:
• Evaluate training effectiveness using participant feedback, assessments, completion information, observations, and other appropriate measures.
• Collect and analyze training participation and evaluation information.
• Identify trends, gaps, and opportunities to improve training content, delivery methods, and employee learning experiences.
• Update programs and materials based on evaluation results, organizational changes, participant feedback, and evolving workforce needs.
• Prepare reports or summaries regarding training activity and program effectiveness.

Organizational & HR Partnership:
• Build collaborative working relationships with departments, supervisors, employees, HR staff, and subject matter experts.
• Consult with stakeholders to understand operational needs and translate those needs into practical learning solutions.
• Support HR and organizational initiatives requiring employee education, communication, or skill development.
• Coordinate with HR functional areas to ensure training initiatives appropriately support organizational policies, programs, and workforce objectives.
• Provide guidance and resources to departments regarding available learning and employee development opportunities.

Performs other duties as assigned

Qualifications:

• Bachelor’s degree in Human Resources, Organizational Development, Education or related field and four years of relevant experience; or equivalent combination of education and experience.
• Bachelor’s degree preferred.
• Experience facilitating training in instructor-led, virtual or blended formats.
• Strong understanding of adult learning theory and instructional design methodologies.
• Experience developing training materials and curricula.
• Experience with learning management systems (LMS) and learning technologies.
• Strong interpersonal, communication, and conflict-resolution skills.
• Ability to handle sensitive and confidential information with professionalism and discretion.
• Proficiency with Microsoft Office (Word, Excel, Outlook).
• Customer-service mindset with the ability to work with employees at all levels.
• Strong organizational skills with the ability to manage multiple priorities and deadlines.

The Economic Development Specialist performs professional, administrative, and programmatic work supporting James City County’s economic development efforts with a focus on maintaining communications with the local business community, supporting business retention, expansion, and attraction efforts, and assisting with business assistance programs. The position works closely with the Director and Assistant Director of Economic Development and serves as a point of contact for local business owners, commercial real estate professionals, regional and State economic development partners, and other County departments. This position also provides staff support to the Economic Development Authority, helping facilitate Board operations, planning and executing special projects and events. Additional responsibilities include conducting research and data analysis to support economic development strategies, preparing presentations, reports, and promotional materials, and responding to inquiries from prospective and existing businesses.
