Job Summary

The James City Service Authority seeks an individual to perform work locating existing JCSA underground utilities in accordance with the Commonwealth of Virginia 811 program.

$42,402 – $70,458 / annually. Salary negotiable depending on qualifications plus Full-Time County Benefits   

There are three levels of Utility Locator distinguished by the level of the work performed and the qualifications of the employee and the requirements of the position being filled.

Utility Locator I   $42,402 - $70,458 / yr or higher depending on qualifications
Utility Locator II  $45,337 – $75,334 / yr or higher depending on qualifications
Utility Locator III $48,487 - $80,570 / yr or higher depending on qualifications

If hired at the entry level, the JCSA pay plan is structured to provide:

  • 5.0% step increases annually for the first four years of service.
  • 1.5% step increases annually, thereafter.

Responsibilities:

• Uses engineering drawings, computers, geographic information systems (GIS) software and specialized electronic equipment to locate existing JCSA underground infrastructure as required by the Virginia 811 laws and regulations; coordinates and documents requests for markings from Virginia 811 and maintains computerized Virginia 811 system and updating of the JCSA laptops; acts as point of contact for Virginia 811 tickets.
• Assists utility companies, contractors, developers, landowners, public and JCSA personnel in locating existing JCSA underground infrastructure.
• Uses independent judgement, experience and analysis as to possible methods of installation and pipe placement to locate untraceable JCSA underground infrastructure.
• Records location of existing utilities on blueprints, maps and electronic devices; assists in the preparation of as-built drawings and corrects and updates existing as-built drawings and GIS records, based on field observations.
• Utility Locator III acts as lead worker to Utility Locators including training, coordination of Virginia 811 tickets, damage investigations, monthly Virginia 811 reports and daily checks and ticket confirmations on the Virginia 811 system; represent JCSA at Virginia 811 Local Damage Prevention Committee (LDPC) meetings; track any procedural changes to the Virginia 811 requirements and communicate these changes to team.
• Performs other duties as assigned.

Qualifications:

• High School diploma; some experience locating and marking underground utilities or some experience in installation and construction of underground utilities or related field.
• Must possess or be able to obtain within 30 days of hire, a valid Virginia driver’s license and have an acceptable driving record based on James City County’s criteria.
• Knowledge of principles and processes for providing customer service including setting and meeting quality standards for services and evaluation of customer satisfaction.
• Skill in use of computer software, especially Microsoft Office Suite, GIS and Virginia 811 software.
• Ability to read and interpret blueprints, technical drawings and maps; operate specialized electronic locating equipment, audio equipment and computer equipment.

Position Level Requirements:

Utility Locator I
• Must complete Virginia 811 Training within one year of hire into the position

Utility Locator II
• Two (2) years’ experience locating and marking underground utilities or two (2) years’ experience in installation and construction of underground utilities or related field.
• Some experience locating electrical and communication utilities at water and wastewater facilities.
• Experience performing Continuity Tests on new developer projects is a plus.
• Must meet all requirements of Utility Locator I.

Utility Locator III
• Five (5) years’ experience locating and marking underground utilities or five (5) years’ experience in installation and construction of underground utilities or related field.
• Considerable experience locating electrical and communication utilities at water and wastewater facilities.
• Demonstrated experience overseeing the work of others to include coordinating a ticket management systems, assigning tasks and performing advance troubleshooting.
• Must meet all requirements of Utility Locator II.
