Job Summary

$90,985 - $176,305 / DOQ + Full-Time County Benefits 

Come work in the Historic Triangle of Virginia where history and nature surround you! You will help lead the Human Resource Department for James City County as we serve the employees and citizens of a truly unique community. Experience with managing training is a plus.

Performs high level work assisting the Director of Human Resource Department plan, organize, direct, and coordinate the County’s comprehensive human resource management programs; manages and performs work in assigned human resource functional areas which include recruitment and retention, benefits, classification and compensation, employee relations, organizational development and training, personnel and departmental budget development and management, purchasing and contract renewals and management, policy development and human resource information and learning management systems.

Responsibilities

  • Serves as a member of the Human Resource Department management team in developing the strategic vision, goals, measures, and work plan for the department; plans, manages, and performs work in human resource functional areas as assigned; communicates management decisions, policy information, and policy changes to employee and management groups; performs human resource related duties in the absence of the Director.
  • Responsible for the effective supervision of assigned staff including selection, performance management, employee relations, training, prioritizing and assigning work, and related activities.
  • Works with Human Resource staff, supervisors, and employees to resolve employee relations and management issues which may include disciplinary actions, discriminatory harassment, complaints and grievances; ensures actions taken are in compliance with James City County personnel policies and procedures, sound human resource management practices, and applicable laws and regulations.
  • Assesses County employee performance and training and development needs; provides and coordinates training, evaluates training effectiveness; participates in and develops initiatives to promote employee engagement including employee communications.
  • Keeps up to date on current trends and legislation in the human resource field; recommends changes to policies, procedures, and practices to reflect best management practices and comply with current laws and regulations.
  • Performs other duties as assigned

Qualifications:

  • Any combination of education and experience equivalent to a bachelor’s degree in business or public administration, human resources, or related field; considerable experience in functional areas of human resources administration, preferably in the public sector; Master’s degree and/or current certification as a Human Resource professional through an approved agency preferred; and, extensive professional human resource work experience including supervisory and program management experience.
  • Knowledge of leadership techniques, principles and procedures to assign work, schedule, supervise, train, and evaluate the work of assigned staff; and principles and processes for providing customer service including setting and meeting quality standards for services, and evaluation of customer satisfaction.
  • Skill in excellent written and oral communication and customer service; and, in use of computer software, especially Microsoft Office Suite.
  • Ability to initiate, develop, and effectively manage a wide range of human resource policies, programs and functions; work collaboratively and maintain effective working relationships with County officials, management, employees, and the public.
