James City County's Department of Social Services seeks an individual to perform responsible work in support of various Housing Programs. The position requires full accountability for all inspections of housing units, compiling of inspection reports, written and oral communication with landlords, tenants, homeowners, contractors, and others.
There are three levels of Housing Specialist I/II/III distinguished by the level of work performed and the qualifications of the employee.
Housing Specialist I: $48,856 - $75,955 / DOQ
Housing Specialist II: $52,254 - $81,393 / DOQ
Housing Specialist III: $55,910 - $87,242 / DOQ
Responsibilities
• Conducts initial, annual, follow-up, and special inspections for all assisted rental units.
• Prepares inspection reports and corresponds with tenants and landlords to ensure completion of repairs.
• Conducts housing inspections for program assisted home purchases and corresponds with sellers to ensure completion of repairs.
• Evaluates and prioritizes emergency housing repair needs, determines required repairs, obtains cost effective quotes, and verifies completion of repairs.
• Coordinates housing repair activities with County agencies as well as private and nonprofit partners involved in procuring or providing services required from various contractors and vendors.
• Compiles data electronically using iPads, tablets, and mobile applications and prepares oral, and written reports.
Qualifications:
• Considerable knowledge of the principles of housing inspection and repair, property management, home improvement or construction trades.
• Experience with uniform statewide building codes, Housing Quality Standards (HQS), Habitability Standards and HUDs National Standards for the Inspection of Real Estate (NSPIRE).
• Knowledge of HUD Lead Based Paint (LBP) regulations and EPAs Renovation, Repair, and Painting (RRP) Rule.
• Must have excellent interpersonal skills and be able to communicate effectively with landlords, tenants, homeowners, contractors, government and agency personnel and the general public.
• Must possess strong computer and organizational skills.
• Must possess a valid Virginia driver’s license and have an acceptable driving record based on James City County’s criteria.
