Job Summary
$54,282 / year or higher DOQ + Full-Time County Benefits
Performs responsible work calculating and managing bond/surety amounts and coordinating with County staff and the development community regarding surety reductions/releases. Works proactively with the development community to ensure completion of guaranteed work in a timely manner.
Responsibilities
• Oversees sureties and surety calculations as well as coordinates directly with Plan Review staff and Inspectors regarding as-builts and project closeouts; utilizes JCC PermitLink software, tracks progress of development projects; computes performance surety on projects; reviews progress of guaranteed work to ensure compliance with approved plans; researches and reviews projects with existing sureties to work towards retiring older projects and coordinating with County staff regarding as-builts and project closeouts, surety reductions and releases.
• Responds to citizen inquiries about bond/surety amounts and project closeouts.
• Works proactively with the development community to ensure completion of guaranteed work in a timely manner thereby reducing the need for the County to call the surety and complete the work itself.
• Works with County staff to calculate and review erosion and sediment control and subdivision performance surety amounts; assists in the review and preparation of permit, surety, siltation and other required documents; monitors progress and coordinates the amount of any performance surety reductions and coordinates permit renewals and releases; performs plan of development reviews on cases for erosion and sediment control and stormwater program requirements related to bond/surety calculations and adjustments; computes and provides recommendations on release or reduction of performance surety on projects.
• Investigates and reports Damage Assessments as needed following major weather events; provides assistance regarding drainage and erosion
control problems during construction, responds promptly to citizen questions, complaints and concerns relating to environmental and drainage concerns.
• Performs other duties as assigned.
Qualifications:
• Any combination of education and experience equivalent to a high school diploma; and, some experience in engineering, construction or soil conservation or related field.
• Must possess, or be able to obtain within 30 days of hire, a Virginia driver’s license and an acceptable driving record based on James City County criteria.
• Knowledge of principles and practice of construction, erosion and sediment control, storm drainage, Stormwater management, or soil conservation; principles and processes for providing customer service including setting and meeting quality standards for services, and evaluation of customer satisfaction.
• Skill in the use of computer software, especially Microsoft Office Suite.
• Ability to communicate effectively both orally and in writing; establish and maintain effective working relationships with other county employees and the public.
• Must obtain certification as an Erosion and Sediment Control Plan Reviewer and as an Erosion and Sediment Control Inspector and Stormwater Inspector from the Virginia Department of Environmental Quality within 24 months of hire.
