The James City Service Authority seeks an individual to perform advanced work performing construction observations and managing the daily functions of the JCSA’s construction inspections and Virginia 811 (formerly Miss Utility) locating services including program development and administration.

In addition to annual cost-of-living increases, our step pay plan provides regularly scheduled wage increases throughout the course of a career. * Candidates with minimum experience and qualifications may be hired into the first step of a pay grade. If hired at the entry level, the JCSA pay plan is structured to provide:
• 5.0% step increases annually for the first four years of service.
• 1.5% step increases annually, thereafter.

Responsibilities
• Provides effective supervision of assigned staff including selection, performance management, employee relations, training, prioritizing and assigning work, and related activities. Plans, coordinates, and manages the day-to-day activities of the construction inspectors and utility locating personnel.
• Provides construction observations and verifies acceptance testing of assigned projects such as water and sanitary sewer facilities and underground infrastructure to ensure compliance with regulations, standards, and approved construction documents. Conducts field conferences and inspections; informs developers and contractors of deviations or errors and develops corrective action plans.
• Assists with reviews of water and wastewater facility and underground infrastructure construction plans and specifications for compliance with JCSA standards and other applicable construction standards and regulations.
• Performs shop drawing, and submittal review of materials for construction and specification compliance.
• Plans, coordinates, and manages the acceptance of developer projects, including performing final inspections, preparing a final punch list for utility acceptance, and reviewing record drawings as required.
• Receives and responds to difficult developer and contractor complaints and inquiries, providing information, assistance, and resolution; seeks fair and reasonable solutions.
• Performs other duties as assigned.
Qualifications
• Associate’s degree in Civil Engineering or related field and extensive experience performing utility construction inspections and contract administration; or any equivalent combination of education and experience. Prior supervisory experience preferred.
• Must possess, or be able to obtain within 30 days of hire, a valid Virginia driver’s license and have an acceptable driving record based on James City County’s criteria.
• Knowledge of principles and processes for providing customer service; leadership techniques, principles and procedures to assign work, schedule, supervise, train and evaluate the work of assigned staff; extensive knowledge of utility engineering design, construction and inspection methods.
• Knowledge of the State of Virginia - Virginia Underground Utility Damage Prevention Act law; Hampton Roads Planning District Commission Regional Construction Standards, JCSA Design and Acceptance Criteria, and Health Department regulations.
• Knowledge of related Occupational Safety and Health Administration (OSHA) and Virginia Occupational Safety and Health (VOSH) laws, practices, and procedures associated with the construction and installation of water and wastewater underground infrastructure and above-ground facilities.
• Skill in use of computer software, especially Microsoft Office Suite, Geographic Information System (GIS), and other utility asset management software.
• Ability to prepare and interpret materials and equipment specifications; communicate effectively orally and in writing; prepare and interpret materials and equipment specifications; prepare, maintain, and interpret complex maps and other engineering and technical information; manage complex capital improvement projects, consultants and contractors; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with co-workers and the public.
