Performs advanced work managing the County’s computer and communication systems and planning, manages cybersecurity preparedness as the Chief Information Security Officer (CISO), coordinating, and supervising assigned staff. Performs duties of Director in their absence.
Responsibilities
• Provides effective supervision of assigned staff including selection, performance management, employee relations, training, prioritizing and assigning work, and related activities. Oversees operation of the desktop, mobile device, training and telecommunications support section of IRM.
• Prepares and implements budgets for the Infrastructure division of IRM; manages infrastructure related operational and capital projects as assigned.
• Coordinates all issues of cybersecurity with federal, state and local authorities to monitor, prevent and reconcile breaches; plans & implements protection, develops policy & training, and monitors & reports threats as necessary; oversees training of technical staff on cybersecurity prevention techniques and training methods.
• Manages the operation of the County’s networks and systems; analyzes computer automation needs; designs appropriate network and computer solutions; implements hardware and software solutions; maintains new and existing networks and systems; and trains and assists users.
• Installs, administers, and monitors the operation of Local and Metropolitan Area Networks and their interfaces with Wide Area Networks; assembles, installs and troubleshoots computers, ancillary equipment, and software.
• Implements, manages, and maintains all aspects of network security and all wired and wireless communication for voice, data, and video.
• Implements, maintains, and supports application-based servers used for automation needs, and user account and e-mail messaging system using Microsoft O365.
• Manages and maintains door access and security camera systems in conjunction with vendor and department representatives.
• Performs other duties as assigned.
Qualifications:
• Any combination of education and experience equivalent to a Bachelor’s degree in information sciences, computer science, or a related field; considerable supervisory and systems software implementation experience.
• Must possess, or obtain within 30 days of hire, a valid Virginia driver’s license and have an acceptable driving record based on James City County’s criteria.
• Knowledge of the effective use of microcomputers, related equipment and standard software, including Microsoft Windows, Linux, Mac Operating System/iOS to support mobile, desktop, and virtualized server environments; communication system network design, operation, and troubleshooting in local, metropolitan, and wireless area network environments; managing secure network environments including design, implementation and operation of multi-point communication firewall systems, threat protection, and central patch/application deployment.
• Knowledge of leadership techniques, principles and procedures to assign work, schedule, supervise, train, and evaluate the work of assigned staff; principles and processes for providing customer service including setting and meeting quality standards for services, and evaluation of customer satisfaction.
• Skill in use of computer software, especially Microsoft Office Suite.
• Ability to instruct others in the effective use of networks, microcomputers, related equipment and software; prepare technical documentation, reports and presentations; manage time and to keep schedules; establish and maintain effective working relationships with users and vendors; and, make decisions and recommendations in accordance with established policies and procedures.
